Fix for TG-4352 (Move to Top by Default)

Hi Everyone:

I've re-submitted the following PRs for the move-to-top being set as default (this was originally submitted as a set of PRs to the old taigio organization on Github). This is a fix for https://tree.taiga.io/project/taiga/issue/4352

Taiga-Front PR (depends on Tagia-Back PR): https://github.com/kaleidos-ventures/taiga-front/pull/23

Taiga-Back PR: https://github.com/kaleidos-ventures/taiga-back/pull/8

I would sincerely appreciate it if I could get some eyes on it to review. Also, the taiga-back PR needs permission to run on the workflow, so that would be awesome if someone could approve that.
