With there being a recent glut of decompilation projects, many coming out of console communities is there a chance we could get a full decomp of syndicate wars that is fully portable?

The console communities have set up a website (decomp.me) for attempting to match C/C++ code to the original ASM for a number of platforms including the Playstation 1. There is also provisional DOS support for watcom 10 and above from the look of it though nothing appears to be using it yet.

That's the goal of this project: https://github.com/mefistotelis/swars
Unfortunately people are eager to suggest these projects, but not eager to actually work on them. There's a tiny number of people who have both the skills and the interest to carry out such work, and their numbers will decrease every year that passes as few people under 40 have even heard of these games. There's only one person working on Syndicate Wars currently, and similar projects for Magic Carpet 2 (https://github.com/thobbsinteractive/magic-carpet-2-hd/) also only have a couple of contributors.
As for the PlayStation version, this prototype CD (https://archive.org/details/SyndicateWarsJun21997prototype) contains the symbols file for the game, so it would give a good starting point for such a project. Someone backporting the superior PlayStation lighting to the more complete PC original would be amazing, but it's about as likely to happen as pigs flying.
