Prepping for SymPy 0.7.6

We are just about ready to create a release candidate for SymPy 0.7.6.
The only remaining blocking PR to my knowledge is
https://github.com/sympy/sympy/pull/8293. I hope to get that merged
and a release branch started (and likely a release candidate) by the
end of the week.

There is now a branch 0.7.6 for the release. If you have any changes
that need to go in the release, please make a pull request against
that branch and add it to the top of
https://github.com/sympy/sympy/pull/8361. Only critical changes should
go in the release branch.
