There Is à lot of people they don't have internet but they have computer why not we create for thème à software to be useful and easy

SymPy is just fine for offline use - what problem are you trying to address?
What's a "theme"?
How is it going to be useful?

to be executable with out using command line to install and with out having interactive with code just having all power think graphique

Adding a GUI?
That's a really large project.

In some sense, we have GUI.  It is the Ipython Notebook.

If I remember correctly, SymPy uses MathJax to render formulae in HTML. Maybe one could try to patch MathJax to render interactive HTML, for example allow selection of subformulae by mouse, copy and paste and so on. That would be really comfortable.

but it nessary to have internet .For the people  does't have internet they cannot use it

Feel free to make some kind of locally installable GUI that runs SymPy in some form. Some people have done this for Android and may even sell it. It'd probably be easiest to start the project independent of sympy and then once you have a demo working we could discuss whether it would be a good idea to include it in sympy. Theoretically you could package up sympy live or gamma into a single binary and people could run it locally.
