Releasing SymPy 1.8

Hi all,
It's time to get the next release (1.8) of SymPy out. I have slightly
more time over the next couple of weeks so I want to get this done in
that time.
If you know of any urgent issues then can you please let me know (by
commenting on GitHub ideally or otherwise by replying to this email).
There are a few steps that I need to run through like updating the
authors file but otherwise I don't know of any substantial outstanding
issues.
