GSOC Proposal Web-Based backend for Plotting module

I have drafted the outlines for the project according to the discussion and various suggestions by other experienced developers.

I have decided to use mathbox.js and take care of the backend all by myself rather than using Bokeh.

Please spare few minutes to give suggestions. i still to fill implementation details but it will be nice to get to know the mistakes early.

PATCH REQUIREMENT:

I have to work with JS also so do i have to submit a PR in JS also to fulfill my Patch requirement?

BTW, I have a merged PR in Gamma based on JS. Does that count?
