Firstly, good to read on the SLN that you have some interested swifts!
I can’t find anything about a wildlife policy on the HPB website.
How about this as a starting point for a letter:
We have been Holiday Property Bond members for ———— years and one of our favourite sites is Lodge Yard, Askrigg. As you may have read about in the press, our common swift population is in serious decline nationally, and there are several local groups trying to site nest boxes and bricks to encourage a growth in numbers. One of these groups is in Askrigg, and Lodge Yard, with its tower and raised position above the village would be perfect for a few swift nest boxes. I am asking whether you would consider discussing this with Amanda of Askrigg Swifts. It would be inexpensive, effective and what is more would give your visitors a thrilling opportunity to watch the swifts flying at high speeds with impressive aerobatics on a beautiful summer’s evening. Local people are now making boxes and could supply them.
Swifts are in serious decline mainly because renovation works to old buildings have denied them of the cavities in which they must nest. It's good to see local groups working hard to bring them back from the brink and also the community spirit this helps to embed.
