I have had similar issues with my model and had to navigate many multiple parameters, so I have attached two papers on parameterizing that I have utilized, and they have proved to be very helpful. Parameter management includes making a determination on the most sensitive parameters which is key to developing a hydrological watershed model that accurately predicts stream flow, sediments, nutrient loading, and pesticide transport. The first step for model calibration is validation at the watershed scale. It is also includes the process of identifying the model parameters that exert the greatest influence on model calibration or on model predictions.
I think these papers focus on parameterization and managing parameters and the values that they present, in order to achieve satisfactory metrics. I have also had better results using KGE and %PBIAS vs. NSE.
The two links below contain two published papers written by Dr. Arun Bawa, in which he details the process of calibrating the parameters and their range of acceptable values etc.

Dear SWAT CUP userI'm currently working on Hydrological Modelling using SWAT CUP. After multiple calibration attempts, I'm not getting the desired results (NSE &R2) for my study region. The calibration period is from 2014 to 2018 (a two-year warmup period from 2012 to 2013), and the validation period is from 2019 to 2022. The Basin area is 1696.01 sq. km (19 sub basin) and uses daily runoff data. I have attached screenshots of my project for reference.I would appreciate any suggestions or assistance you can provide.Thank you
