The main qualification is Oracle EBS experience in the specific modules (listed in the job description) that manage the financial aspects of their business (General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets etc.).
There are dozens of Oracle EBS modules for other functions like ERP, etc.  Most of those modules were acquired by acquisition so the underlying technology is not that consistent across all the EBS modules.
