[VOTE] Add Ben Bellick (benbellick) as Commiter

I'd like to propose adding Ben Bellick (benbellick) as a Committer to the project.

He is relatively new to the project, but was able to work with all of us to the land the new URN changes into the specification, and has already started the code changes in the various libraries to go along with it. In his work, he has shown care, consideration and willingness to listen to feedback. I think the project would benefit from having Ben as a Committer.
