[VOTE] Write access for mlir-substrait-contrib (+path to committer?)

Dear SMC,

I have just checked the governance rules for -contrib repositories again and realized that write access should only be given after an SMC vote. I'd therefor would like to retro-actively ask for write access for the following contributor, which I have already granted several months ago:

Dalia Shaaban (student at ETH Zurich and currently intern at Google under my supervision)

Inspired by this case, I would also like to ask what the path to becoming a committer is for a contributor who only contributes to -contrib repositories. On the one side, it seems like we are counting contributions to, say, only substrait-java, towards committership (which I think is good). On the other side, I do see the "risk" of making contributors of satellite projects committers who are only tangently part of the core Substrait community. What do people think?

+1 on the write access for Dalia.

I think if someone is contributing to the greater Substrait ecosystem you simply need to make the argument to discuss. Whether that is contribution to a -contrib repo or not seems less important.

+1 on write access (also, 3 SMC votes seems a rather high bar to grant write access to a contrib repo)
