As the SC for COGenWeb I would like to propose to the Advisory Board removing this admendment from the USGenWeb bylaws:

XIV. GRIEVANCE PROCEDURES AND APPEALS PROCESS

We have had zero grievances filed while I've been participating in our project.  It requires volunteers to keep it going and currently the grievance committee is short one volunteer.  I believe this is an unnecessary amendment and we could free up the volunteers that operate it to do other projects throughout USGenWeb.

I will make the proposal to the Advisory Board, but it would be helpful if there are other states that will add their state to the list of who is requesting this admendment be removed.

YES, I support the idea to dissolve the Grievance Committee.
I'll ask the CCs of AKGenWeb, AZGenWeb, and MEGenWeb today.

It seems to me that the NC, the SCs, ASCs, Advisory Board members, and the WebManager have been dealing with various issues for years. This informal system appears to work well, so well that no grievances have been filed for many years. Maybe you could call it the backup.

It only takes one individual bent on disruption to start filing multiple grievances. That is the reason the detailed grievance procedures were added in the first place. We seem to be a much more agreeable group of people today but what would we do if that changed? Maybe replace with an AB appointed temporary committee?

How does that work if the issue is with one of the Board members if in another capacity there are a SC / ASC?  Is that member "excused" during such a discussion?

FWIW, I would want to know the plan to update the Grievance Procedures, and who would be responsible to handle the duties of the GC and the Chair if a grievance were ever filed.
 
In my personal opinion, having to seat an entire committee each year is overkill. I believe one non-AB person could be appointed biannually to receive grievances, keep a list of potential arbiters (as currently required of the Chair), and get things going IF a grievance were ever filed. If this were an appointed individual, there would be no requirement for a quarterly report to the AB unless there was actual activity.
 
I would not want to circumvent the grievance process. Having a process for members is important. But to recruit and appoint a team of volunteers to fill these positions every year seems like overkill.
 
But that's just me - just one opinion out of many members.

As the current GC chair I am afraid I have to agree with the consensus.  The only thing I have done in the number of years is take roll, ask members to extend their service or replace members that go awol.  I think one person to keep track of the mailing list and talk with the AB as needed is all that should be permanently seated.  They can be responsible for alerting the AB of an incoming grievance and a call for volunteers to hear the grievance.  3 people would be sufficient.  The chair to be responsible only for the structure of the proceedings.

Before we had a grievance committee, the AB took care of them by appointing a 3 person panel to hear the grievance privately.  I may be the only person alive that has heard a formal grievance.  I think our SCs and the NC do a good job keeping the peace as evidenced by the dearth of grievances in the last 5+ years.  The USGW project has been around now for 30 years and I think we have matured to the point that it would be a rare case indeed in which a grievance would be filed.  

I would be in support of dissolving the Grievance Committee as it stands and provide a different venue if it is ever needed.
