I'm only interested in doing the English portion, so I would only use every other page of the internet archive version.
The version on Gutenberg appears to be just over 20K words, but it does appear to just be straight text so it should be fairly simple to just work through it.
I think it meets your collection policy, so how do we feel about it?

It looks like this author has a larger corpus of short works, so we
would collect them all in an omnibus. We'd have to do some research and
this would be a tougher case because we've never done a classics omnibus
in this sense. We'd have to tease out the different kinds of short works
he wrote and decide on how to organize them.
If you'd like to do that, the first step is to set up a spreadsheet
(doesn't have to be google sheets) and list all of his work, their
estimated lengths, and categorize them in some way--short story,
pamphlet, play, etc.
Then share it with the list and we can decide how to organize everything.
