OK, sure. This looks fairly complicated, lots of endnotes and
blockquotes. Each chapter has a bridgehead, see the manual for styling.

This book contains a 5-page synopsis, apparently not written by the author. Should it be omitted?

Why do you say it was not written by the author? I'd assume it was and

If it is written by the author, it's written in the third person. It contains this passages like this:

"The author challenges this whole doctrine. He attempts to show..."
"He attempts to show..."
"He establishes this apparent paradox..."
"The author also shows..."
"The author urges that these little-recognized facts may be utilized..."
"He shows how such a political reformation is within the scope..."

If I am to keep the synopsis, what should its section semantics be? (epub:type)

That's clear, then - but just to observe, too, that the Preface to the fourth edition (by the author) includes this:

which I take as indicating that Angell is responsible for the Synopsis, now provided because of the bulk of the 4th edition.

What's the best way to handle endnote text like "See pp. 75–76."? I can add an id to the matching starting paragraph and link to it from the endnote; it's just not clear what I'd replace the text "pp. 75–76" with.

It helps enormously if you include a link to the scans to see just what it is that's at issue, even if the general problem seems clear.

This is covered in SEMoS §5.1.2.8 - so *if* you wanted to link that note to this line on p. 75 (looks about right to me), the paragraph ID would be (I think! you should double check) `id="chapter-1-5-p-13"`. The note could then read something like:

    <p>See <a href="chapter-1-5.xhtml#chapter-1-5-p-13">the discussion below</a>. <a href="chapter-1-5.xhtml#noteref-14" epub:type="backlink">↩</a></p>

This would need to be done in an editorial commit, of course.
