Why was sphinx/texinputs/tabulary.sty removed?

sphinx/texinputs/tabulary.sty was removed in b8e0e935 - it is however still used and there is no package that provides this (except actually old versions of sphinx) on rhel7. Please can someone clarify why it was removed? I think it should still be in the repo and if there is agreement on this I will make a pr to add it back.

Hi,

At present, Sphinx depends on TeXLive 2015 or later. AFAIK, TeXLive on
RHEL7 is a bit old, 2013. So you need to install latest TeXLive to
your environment. And it contains tabulary.sty :-)
