Continuous internationalization

Hi everyone!

I've recently been working on setting up internationalization for Manim.

It's been going pretty well so far, but one thing that is inconvenient is that pot files are not automatically regenerated when docstrings change. This means that we have to manually run `make html` regularly.

Has anyone tried and succeeded in automating this (so that it runs with every commit or PR)?
