Dear Colleagues,

 

Please find the attached minutes of 3rd IAC Committee held on 6th May 2019 for your kind information.

 

Requesting agencies to fill the URS in MIS ( below pasted link) for sharing your response information and response plan information. The updated information will be cross share among humanitarian agencies responding /planning to response in Andhra Pradesh, West Bengal  and Odisha to avoid duplication and build common understanding among different stakeholders, for an organized and coordinated response for greater outreach to affected people.

AFTERMATH OF CYCLONE FANI IN INDIA

 

Agenda

·         Updates received from field on the basis of the initial assessments

·         Updates on the activities ongoing, undertaken and planned – URS Matrix’s

Key Discussions

The Discussion was initiated and moderated by Mr. Wasi Alam, Chair – IAC Committee from Care India. He welcomed the participants and updated on the situation report of Odisha.

IAG Odisha is meeting today i.e. 6th May 2019 at Save the Children Office at Bhubaneswar to cross share the finding from JRNA data collection by the field team from different districts. The data collection is conducted by 11-12 teams in the districts of Puri, Jagatsinghpur, Cuttack, Kendrapara and Bhubaneswar. The report writing team has already start working on the filled JRNA format shared by the data collection team from 6th May 2019 onward. The filled format will be submitted to Mr. Manoranjan, State Coordinator IAG –Odisha at iago...@gmail.com . The final report is expected to be out by 8th May 2019 evening.

The emerging needs as share by the field team are: - Foods items, Health actions, Tarpaulin sheet and Household items, WASH including dignity kits - repairing of tube well for providing safe drinking water, Child Friendly Space, Education Kits  and Early Livelihood recovery support for the fisherman  groups and labour.

The state government has also announced relief packages in aftermath of cyclone “FANI” that includes one-month additional pension and house building assistance as per relief code will be provided with a sum of Rs. 95,100 for fully damaged structures, Rs 5,200- for partially damaged structures and Rs. 3,200- for minor damages.

The Next IAG meeting will be announced in IAG- Odisha Whatsapp Group by Mr. Manoranjan once the report writing team completed writing the JRNA report.

 

Updates/Sharing from IAC Committees members

 

IAG West Bengal

·         29112 kutcha houses partially damaged, 4575 - kutcha houses fully damaged, 42 - severely damaged,

·         No Loss of Life.

·         33212 Tarpaulin distributed (Govt. info). Since 4th May 2019 afternoon people are leaving in Cyclones Shelters.

·         JRNA is not required in WB since situation is under control as things are managed locally.

·         Within this week damage repair will be completed by State Government.

·         IAG Members at their individual level are presently visiting the areas of South 24 Parganas, East Medinipur, West Medinipur and North 24 Parganas and in the process of preparing more situational assessment report.

·         In Sunderban Islands - electric and mobile connectivity still is in a challenge.

 

Odisha

·         CARE India- Rapid assessment is ongoing in Kendrapada, Khordha/Jagatsinghpur. The response will be plan in accordance with assessment findings. CARE would feed into the JRNA data compilation with IAG -Odisha.

·         CASA: Started community kitchen in two places. Provided 6000 hot meals as of now and will continue till tomorrow. Planning to provide food and non- food items and shelter support in Puri. Planning to provide Cash transfer as well.

·         Caritas India: The initial individual assessment is completed. Major needs are safe drinking water, shelter and food. Initial response plan is generated and will be completed within one month. Caritas India will be covering 4000 HH in WASH and shelter in Puri (slums) Jagatsinghpur and Khordha. Livelihood programme will be started by next month. Caritas is involved in the process of JRNA as well.

·         Completed Rapid Needs assessment by yesterday. People have started moving to their katcha houses. People lost their important documents, students- their books. Health issues. Education for school children is important. In Puri- 5 GPS visited, Jagatsinghpur 4 GP and Khordha. Response initiated with relief kits.

·         Save the children: Protection issues identified yet? Still uncovered.

·         ADRA India: Going to cover 1500 hundred families

o   Food- Food in the ST Community of Krushna Prasad village & Cyclone Shelter of Gurubai Village and adjoining villages for 2000 persons.

o   Wash- Sanitary kit for women, children and the person with disability (family kit), counselling for safe water consumption to 530 families

o   Health- Supply of medicine to CHT, Hypertension, Diabetes and other general sickness and disease to 2000 persons with special focus on Women and Children

o   Housing- Supply of plastic sheets, repair of thatched roofs and mud walls to 300 families, Clothing and utensils to 20 families

o   Livelihood- Supply of fishing boats and nets to 50 families, repair of 02 petty shops

o   Education- Supply of books, school building ceiling is damaged need renovation

·         ChildFund- Completed its rapid assessment in Puri and Kendrapara. Will respond in Puri district - Kanas, Brahmagiri and Krushnaprasad blocks. Targeting 3000 households.  Local Partner in Kendrapara confirmed that there is not much damage in Kendrapara and therefore, no response planned for the district from our side. Interventions will include CCS, NFI, WASH and Temporary shelter kit, education kits.

·         HAM RADIO (West Bengal Radio Club) 4 Members are at Odihsa to help OSDMA. (info received from Secretary WB Radio Club)

·         ACTED is awaiting more information from its partner on the ground to plan for response.

Key suggestions:

 

·         CBM: Team is limiting the work in Krushnaprasad Block with 57000 people in Puri District. Assessment report has come. Few villages in the Krushnaprasad block are completely ignored. Down south to the Chilika lake. There are few villages, Gurubai, Bavari etc. of Krushnaprasad block where no attention or relief is provided. Request members to focus on those areas.

 

Along with partner Emmanuel Community Ophthalmic Services (ECOS) have distributed food dry ration to 535families in Krushna Prasad Block -vaillages are Bauripalli village and Gurubai Village:

·         UNICEF: questions are raised to update on various coordination effort.

 

Conclusion

·         The members shall fill the URS Matrix (MIS format) by 4pm tomorrow i.e. 7th May 2019.

·         Next IAC Call - To be organize with subject to availability of the IAG Convener Odisha once the mobile /internet connectivity service is restore in Bhubaneswar.

AFTERMATH OF CYCLONE “FANI” IN INDIA

 

Agenda

·          To review current situation on aftermath of Cyclone “FANI” and plan next course of actions.

Key Discussions

The review meeting was initiated and facilitated by Mr. Wasi Alam, Chair – IAC Committee from Care India. Sphere India Secretariat updated the current situation as on 4th May 2019 at 14:00 HRS. Further, there were updates from the IAGs representative on the current ground situation.

·      IAG West Bengal- No major destruction, zero casualty so far. Partner organizations present in Sunderban are collecting information on the impact. Few cases of partial damages to buildings are reported. Minimal damage to Livestock as well. “FANI” has moved to Bangladesh now.

Sunderban Situation: The paddy cultivation (BORO) is affected by this Cyclone. Most of the corn has fall down in the field. Few “Mud Houses” are damaged in the Kultali, Kakdip and Canning Block and a number of big trees have fallen on the road. Electric post has been uprooted and has broken down.

West Bengal Radio Club Volunteers (HAM) operators are now in Bhubaneswar.

·      IAG Andhra Pradesh- There is no severe damage reported with zero causality. Vizianagaram and Srikakulam are the affected areas. The impact in AP is less than cyclone “Titli”.

·      IAG Odisha- The information regarding the extent of damage occurred in Odisha cannot be ascertained as communication networks are not functional in Odisha. Electrcity and infrastructure has suffered a massive damage in the region. Failure of mobile connectivity has added to the chaos.

Puri, Jagatsingpur, Kendrapara, Bhadarak, Cuttack and Bhubaneswar are the most affected districts. Damage is much higher in Odisha when compared to AP and WB. Media reported that 20 people had died due to collapse of walls, trees and electric poles in Odisha. However, there is no official information to validate the death toll.

IAG Odisha is planning for JRNA starting from tomorrow i.e. 5th May 2019.  A meeting is planned at 4 pm today regarding JRNA orientation as shared by CRS local staff based in Bhubaneshwar.

Updates/Sharing from IAC Committees members


1.       Odisha

·         SEEDS India- Planning for Community kitchen. Most of the houses are affected in Puri districts. Assessment is going to get started. Planning for organising medical camps in Puri and also planning for shelter management.

·         Caritas India- 4000 shelters and 1600 relief kits are ready for distribution. Relief activities will be planned in 04 districts as per the need.  Team is deployed in Puri and more staff will be deployed.

·         CASA- Staff are already stationed in Puri district. Started 6 community kitchens supporting 1800 people. Plan to provide support to 12000 people in Puri and Jagatsinghpur. Entire Bhubaneswar is out of mobile connectivity.  Not getting the details of any assessment due to lack of connectivity from the field staff. 16 people are working on assessment. All the community kitchens have started from yesterday in all the shelters and still running.

·         ChildFund- They have partners both in Cuttack and Kendrapara. Communication is almost nil.  The initial assessment report shall be ready by today evening. Planning to deliver relief kits and also taking part in JRNA led by IAGs.

·         Mercy Corps- 03 members will be reaching by tonight. A quick assessment will be done by tomorrow morning for planning initial relief and rest of the activities will be planned as per the need.

·         ACTED- Waiting for the initial assessment report from partners based in Bhubaneswar for taking further actions.

·         CBM- Team is trying to reach some part of Puri but the roads are damaged. Started relief in Bhubaneswar as well. Assessment is almost done and will provide a micro level assessment report.


Regarding Medical camps- one need to get a permission from Government but they are no permission for organising medical camps as of now. Similarly, for WASH kits - government is taking care it. It will take couple of weeks to restore the power. Huge need for alternate power sources are reported by field staff. Details on CBM response planning will be update in the URS by tomorrow.

 

·         Save the Children- Team is located in Odisha now. Working on the assessments.

·         Christian AID- Team is located in Odisha for conducting initial need assessment. Once the report comes, will decide on the relief work.

·         Oxfam- Team is in Odisha and collecting information on the impacts of Cyclone “FANI”. More staff are travelling to Puri, Bhubaneswar and Cuttack.  Need to increase the level of coordination.

·         ADRA- Team is in Puri for assessment. Response will  start once the update is received by today evening.

·         IGSSS- Staff based in Bhubaneswar attended the IAG meeting today. They will participate in JRNA. More staff will be reaching to Puri by next Wednesday.

·         CARE India- Staff stationed in Bhubaneswar. Connectivity problem with team. Initial assessment planning is underway, CARE Office is also affected by the cyclone.

·         EFICOR- Team is there in the field at Puri & Bhubaneswar. Based on the initial assessment, EFICOR is aiming to support 5000 HHS food & temporary Shelter & WASH.

·         UNICEF: Few people have gone for pre assessment. UNICEF is planning to organised assessment tomorrow. Roads are still blocked. No electricity and internet. Four districts poorly affected: Puri, Jagatsinghpur, Kendrapada, Bhadarak . UNICEF is planning to form two teams to do rapid assessment in the poorly affected districts (if possible) tomorrow.

 

o   Prior landfall, UNICEF convened a meeting of all UN partners to take stock of the situation and response coordination.

o   NGO partners were briefed on CCC and on specific advisories / communication material from the line departments.

o   UNICEF will activate an Emergency Information Center within the office to collect, compile and share information on cyclone FANI from 3rd May.

o   UNICEF, through its civil society partners, has agreed to support the health department in ensuring continuity of the immunization system and tracking all Pregnant Women with EDD within 2 weeks and sick children for relocation to health facilities / management as appropriate.

o   A booklet with Key Messages developed by UNICEF (WASH & C4D) on storm / flood response shared with partners, state departments, and CSO partners.

o   UNICEF has shared key messages on key Child Protection in Emergencies with IAG and NGO partners in the district, dealing with directly with the cyclone emergency response.


2.       Andhra Pradesh

UNICEF- Srikakulam district in Andhra Pradesh, which is adjoining Odisha is affected.  There are no loss of life, however total of 14 villages affected in 9 mandals. The districts of Vizianagaram and Vishakhapatnam was impacted to less extent.The health department established 312 medical camps and 3500 people are continuing in the relief camps today. At the time of Cyclone, about 22,000 people were evacuated and taken care in shelters and most of them have returned home. About 162 houses are damaged, nearly 1000 hectares of crops mainly Banana, Cashew and Coconut are damaged. In most part of the districts (Vizag, Vizianagaram and Srikakulam), the electric poles have fallen and about 50% of restoration work is completed. Government preparedness has been good and under total control of the situation in 3 districts- necessary rescue team, response force and officials were deployed. UNICEF-HFO is planning to undertake a short assessment of the situation from DRR perspective.  Yasmin appreciated the effort, but directed that the assessment, needs to capture the gamut of impact on children and their vulnerability to cyclone and how the psycho-social trauma care will be addressed. Also, to cover what is the impact on health, education and other sectors that we work with. UNICEF-HFO need to assess what are the immediate response that are needed for children.

 

·         Key contact of UNICEF in WB is Simanchal Pattnaik, spat...@unicef.org , Mahendra Rajaram mraj...@unicef.org for AP and Vivek Singh vsi...@unicef.org or Odisha.

 

Key suggestions:

 

·         Not clear about the decisions taken by the IAG Odisha. We need to know the gaps and put forward the ideas to avoid duplication. Sphere can intervene and coordinate with IAG Odisha.

·         The requirement of JRNA in WB and AP is minimal as there is no severe damage happened in both areas. NGOs will also no be willing to conduct JRNA in AP and WB.

Conclusion

·         The level of the disaster cannot be decided as the impact of the disaster is still not clear as the information regarding the extent of damage occurred in Odisha cannot be ascertained and organisation assessment reports are still awaited.

·         The members are requested to complete updating the information on URS matrix by Monday i.e. 6th May 2019 by/before 3 pm. This will bring a common understanding and will deliver a better coordinated response among the agencies planning to response/ already responding.

·         Agencies to update the name of focal person of contacts in the URS – HR Mapping Sheet.

·         The periodicity on URS matrix should be defined in terms of updating the matrix. Initial first week, daily update and after first week on alternate days and then weekly basis.

·         Next IAC Skype Meeting is scheduled on 6th May 2019 (Monday) at 4PM.

2nd May 2019 at 11.00 am

PREPAREDNESS FOR CYCLONE “FANI” IN INDIA

 

Agenda

  • To take the stock of current situation on Cyclone “FANI” on organization readiness to response into it.

 

Key Discussions

 

The discussion was initiated and moderated by Mr. Wasi Alam, Chair – IAC Committee from Care India. Then, Mr. Kennedy from Sphere India updated the current situation as reported by media, IMD and IAGs from the states where damages are is expected due to Cyclone “FANI” with further updates from the IAGs representative of IAG-Odisha, IAG-West Bengal and IAG-AP.

 

§  IAG Odisha (Mr. Manoranjan) shared that coordination meeting with more than 40 participants in OSDMA was organized on 1st May, yesterday. As per the state government report, nearly 8 lakh people will be evacuated from the vulnerable area by today evening. Heavy rainfall is expected in many districts. He shared that there is need of strengthening Go- NGO coordination at district level and planning to conduct the meeting probably by tomorrow evening in the districts were the damages is expected.  The state government has put all the state and district level emergency officers for better coordination where many volunteers are supporting the government effort for rescue and evacuation.  IAG-Odisha is planning to meet this afternoon again i.e. 2nd May 2019.

§  IAG West Bengal is meeting today i.e. 2nd May 2019 for Pre-Cyclone Preparedness at IAG Secretariat, CASA, 5, Russell Street, Kolkata 71, at 2.30 PM.  IAG West Bengal has roster of 90 trained HR on JRNA and decision on JRNA will be discussed during today meeting. The trained rosters on JRNA are placed in different blocks in closed coordination with respective DDMAs.

§  IAG AP is planning for response if required. There is another meeting planned today in Vishakhapatnam for Pre-Cyclone Preparedness.

 

Updates/Sharing from IAC Committees members

 

§  Sonia from ADRA ADRA has deployed 3 staffs for rapid assessment. Further actions will be decided by today evening after internal team meeting.

§  Rekha from CRS - Don’t have office in West Bengal. But in Odisha, CRS is working in direct contact with OSDMA and district level officers. Odisha IAG and state team is very active and looking for the ways for prompt response.

§  Blesson from World Vision India (WVI) WVI have development projects in the coastal districts of Odisha and ready to position emergency specialist on the field. Volunteer support is also available for response and they are exploring for active local partners. The team is in close contact with IAG and OSDMA.

§  Jospeh from CASA - 2 staff positioned in AP to monitor the situation. The team is working In contact with local partners as well.

§  Wasi from CARE India - Care India has a regional office in Bhuwaneswar with 9 NGO partners identified and trained staff as well as pre-positioned stock is available. Care is also a part of the Coordination meeting in Odisha.

§  Priyanka from Islamic Relief (IR) – IR has local partners in WB and Odisha along with pre-positioned stocks to response if require.

§  Milan from IGSSS – IGSSS has  regional presence in Odisha and WB along with local partners. 2 person each are deployed in Odisha and WB as of now.

§  Shivani from CA- Will be stationed in Bhuvaneswar. CA has one local partner there along with Pre-positioned stock and ready for the response phase. 

§  Vinuthna from Oxfam India - Oxfam deployed Humanitarian Programme Coordinator to Bhubaneswar. Nearly 4 members on coordinating with State and District officials. Oxfam is also closely coordinating with DFYWA and observing vidhakapatnam scenario.

 

Key suggestions:

 

§  Ravi from CBM - What is the IAG lead in the state? Is there any strategy taken place to ensure that the warnings are reaching the most vulnerable and are they facilitated in camps and other sections? CBM has partnership with Hospitals who are ready to support the Northern AP and border of Odisha in which support can be provided in the health sector, Wash, and shelter management. 

 

On needs assessment, different agencies are using different templates. CBM is also collecting by their own template. But if there is a common template for rapid assessment and consolidating the assessment reports will bring a uniformity.

 

§  Anjan from Caritas India Caritas has deployed 4 staffs in Odisha and also has 6 partners for emergency response.

  • Questions raised were;
  • How many thatched houses are there in the coastal belt?
  • Is there any evacuation mapping of the government available?
  • Is there any space for Civil Society?
  • Is there any plan for response by the government available to avoid the duplication?

§  Meghna from Save the Children Sphere to facilitate on inviting interest to nominate volunteers/staff from its members for JRNA report writing so that active support can be given to IAGs if require for report writing .

§  Vikrant from Sphere Secretariat requested the IAGs representative to share the minutes of meetings conducted so far in WB, Odisha and AP. Further, he approached the IAC Chair and Committee to Initiate URS Matrix on cyclone preparedness. Also, suggested to have an organisation in place for the rapid assessment both JRNA and Coordination to support the IAGs if required.

 

Decisions taken

 

  1. URS Matrix on Cyclone “FANI” to be activated, requesting agencies to fill the details
  2. Minutes from all IAGs to be shared with Sphere for consolidation and wider circulation.
  3. IAGs will coordinate and led the Joint Rapid Needs Assessment (JRNA) process where Sphere India will supplement the IAGs effort if required.
  4. The next IAC Skype Call Meeting is scheduled on 4th May 2019 (Saturday) at 3-4 PM since the Cyclone landfall is expected on 3rd May 2019.
