Assuming the article is fully read...... the IAF contributed to the problem but the Government of India bears ultimate ownership and responsibility for the outcome because the article says that  it repeatedly declined approvals on cost grounds without enforcing a timely, pragmatic alternative.

It's true with every nation except overflowing funds possessor.  Honestly speaking world trade is different from normal trading where profit margin is kept high so you have to bargain; commission payments are inevitable and expected on both sides. Public funds are subject of aidit so sanctioning is a risk factor at the year end which is loosely to be commented on by the audit; and when awaiting an uplift that too as honest official, audit remarks will take their promotion away for a decade at least. As long as earners are not budget deciders afraid of pilferage, and corruption will blow, there will only be a central high place corruption who controls the fund. I know the tactics I played to get funds for my office improvements. It is a tricky one always. you earn and your wife manages fund like   K Rajaram IRS 20126

The article is self serving. It lays all the blame on the IAF. Why will a service fo for a second best solution. We broke a 125 aircraft Rafale deal in 2015 because the govt was convinced we did not need 125. 36 will do.
Now after 10 years we are going back to the same aircraft.
By the time we get the aircraft it will be beyond 2030.
Blame the IAF for it.
