“Renaming MGNREGA is an Anti-Gandhi Act and an Attempt to Usurp Credit: Socialist Party (India)”

The Socialist Party (India) strongly condemns the Modi government’s initiative to change the name of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). This is not an administrative measure but a politically motivated, anti-Gandhi step aimed at usurping credit for a scheme that the government itself opposed for years.

It is well known that the Modi government has been hostile to MGNREGA from the very beginning and repeatedly mocked it by calling it a “failed scheme.” However, during the COVID-19 crisis, when millions of migrant workers were forced to return to their villages, MGNREGA emerged as a lifeline for rural India. Once its utility was conclusively proven, the government was left with no option but to continue the scheme.

Now, uncomfortable with MGNREGA’s undeniable success and popularity, the government is attempting to remove Mahatma Gandhi’s name and claim ownership of the scheme. This move is morally unacceptable and politically dishonest.

It is also a fact that the budgetary allocation for MGNREGA has seen sharp fluctuations over the years. It has now come down to Rs. 86,000 crore after the peak of Rs. 1.11 lakh crore in FY 2020–21, during the pandemic, underlining the scheme’s critical importance. A consistent declining trend in fund releases for the scheme is a matter of serious concern too.

At the same time, several states, including West Bengal, have complained that the central government has withheld MGNREGA funds for years, depriving rural workers of both employment and wages. This amounts to a violation of workers’ rights as well as the federal spirit of the Constitution.

MGNREGA is a living embodiment of Mahatma Gandhi’s philosophy of the right to work, dignity of labour, and social justice. Tampering with its name is a direct assault on these values. Instead of indulging in unnecessary and diversionary exercises like renaming the scheme, the government should focus on resolving states’ grievances, ensuring timely release of funds, and enabling the smooth functioning of the programme.

The Party demands that, rather than weakening MGNREGA or politically appropriating it, the government must strengthen the scheme by increasing wages, ensuring timely payments, expanding the number of workdays, and providing adequate and stable budgetary support.

‘मनरेगा का नाम बदलना गांधी-विरोधी कदम और श्रेय हड़पने की कोशिश: सोशलिस्ट पार्टी (इंडिया)’

सोशलिस्ट पार्टी (इंडिया) मोदी सरकार द्वारा महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम (मनरेगा) का नाम बदलने की पहल की कड़ी निंदा करती है। यह कोई प्रशासनिक बदलाव नहीं, बल्कि राजनीतिक रूप से प्रेरित, गांधी-विरोधी कदम है, जिसका उद्देश्य उस योजना का श्रेय हड़पना है, जिसका सरकार स्वयं वर्षों तक विरोध करती रही है।

यह सर्वविदित है कि मोदी सरकार शुरू से ही मनरेगा की विरोधी रही है और इसे “असफल योजना” बताकर उसका मज़ाक उड़ाती रही है। लेकिन कोरोना संकट के दौरान, जब लाखों प्रवासी मज़दूर गांव लौटने को मजबूर हुए, तब मनरेगा ग्रामीण भारत के लिए जीवनरेखा साबित हुई। इसकी उपयोगिता सिद्ध होने के बाद सरकार के पास इसे जारी रखने के अलावा कोई विकल्प नहीं बचा।

अब, मनरेगा की निर्विवाद सफलता और लोकप्रियता से असहज होकर सरकार महात्मा गांधी का नाम हटाकर इस योजना का श्रेय स्वयं लेने की कोशिश कर रही है। यह कदम नैतिक रूप से अस्वीकार्य और राजनीतिक रूप से बेईमानीपूर्ण है।

यह भी तथ्य है कि मनरेगा (MGNREGA) के बजट आवंटन में वर्षों से भारी उतार–चढ़ाव देखा गया है। महामारी के दौरान वित्त वर्ष 2020–21 में इसका व्यय रिकॉर्ड रु. 1.11 लाख करोड़ तक पहुँचा, जो अब घटकर रु.86,000 करोड़ रह गया है। वास्तविक निधि रिलीज में लगातार गिरावट की प्रवृत्ति भी चिंताजनक है। साथ ही पश्चिम बंगाल जैसे कई राज्यों की गंभीर शिकायत है कि केंद्र सरकार ने वर्षों से उन्हें मनरेगा का बकाया फंड जारी नहीं किया है, जिससे ग्रामीण मज़दूरों को काम और मज़दूरी दोनों से वंचित होना पड़ा है। यह संघीय ढांचे और श्रमिक अधिकारों दोनों का उल्लंघन है।

मनरेगा गांधी जी के काम के अधिकार, श्रम की गरिमा और सामाजिक न्याय के दर्शन का जीवंत रूप है। इसके नाम से छेड़छाड़ इन मूल्यों पर सीधा हमला है। नाम बदलने जैसी ग़ैरज़रूरी और भटकाने वाली कोशिशों के बजाय सरकार को राज्यों की शिकायतों का समाधान करने, समय पर फंड जारी करने और योजना को सुचारू रूप से चलाने पर ध्यान देना चाहिए।

पार्टी की मांग है कि सरकार मनरेगा को कमजोर करने या उसका राजनीतिक दोहन करने के बजाय मज़दूरी बढ़ाए, समय पर भुगतान सुनिश्चित करे, काम के दिनों का विस्तार करे और पर्याप्त व स्थिर बजट आवंटन के ज़रिये इस योजना को सशक्त बनाए।
