To tackle this one first, it sounds as if turning it on and off fixes it for a while? Have you noticed a pattern with what you did before it started?
I wonder if it's some utility like TextExpander which is trying to launch. The best clue is 'whatever you just did' so if it happens again, let us know what that is. You should only get that error when you actually try to launch something that is too old to run so it's odd that it keeps coming up, apparently launching itself.
