Formating external ssd for Photo library

I am using a late 2015 iMac with 1TB SSD. I have bought a Samsung T7 external ssd drive in order to use it for my iphoto library (circa 600gb). (The fingerprint ID security feature wont work as an aside). It was formatted as exFat and I copied my existing iphoto library file to it without a problem. Photos worked well and loaded quickly unlike working off my existing external thunderbolt hdd.

What Catalina wont let me do however (or due to my lack of knowledge), is allocate that photo library on the ssd as my system library to back up with iCloud as it's not formatted as Mac journaled.  I have tried reformatting the ssd drive and reformatting as journaled but when I tried to copy the photo library on to the ssd again, it said I lacked the space. Likewise I couldn't empty the trash as the drive was full!. I have now reformatted the T7 again as exFat and copied the photo library to it again. It works well apart from the inability to nominate as my system library for icloud. To say I'm confused is an understatement. Do I just continue to use the external ssd for iPhotos and not worry about the iCloud system library?

When you reformatted the SSD to HFS+ Journaled, what was the drive capacity after formatting? How large is your Photos library?

As far as I remember it was still 1TB. Thee Photos Library is around 5-600 gb but has inexplicably increased to 900 gb leaving me only 88 gb on the SSD (according to daisy Disk scan). I'm now running a Power Photos duplicate scan.
