What is the possibility of a smile codec for C#? It's designed around Java so it should be feasible right? Could it work fully with .NET 6?

It would definitely be feasible to implement C# Smile codec, including both blocking and non-blocking (for reads) variants (Jackson implements both in Java).
I don't know much about various .NET versions but wouldn't think there is anything special in upcoming v6 to make implementation difficult.
