[VOTE] Release of Siddhi Runner and Tooling 5.1.2-RC1

Hi all,

Siddhi team is happy to announce the first release candidate of Siddhi Runner and Tooling 5.1.2.

Please find the improvements and fixes related to this release:

• Siddhi Core
• Siddhi Distribution

You can download the distributions from here.

• Siddhi Runner v5.1.2-rc1
• Siddhi Tooling v5.1.2-rc1

Find the Docker and Kubernetes related releases as follow:

• Siddhi runner (alpine and ubuntu) and Siddhi tooling from the this Docker Hub link with the 5.1.2-rc1
• Siddhi Kubernetes operator release 0.2.2-rc1

The tag that you need to refer for voting: https://github.com/siddhi-io/distribution/releases/tag/v5.1.2-rc1

To find out the features and fixes please refer to the release note. Please refer to official Siddhi documentation for using and running Siddhi.

Please download, test the distributions and vote.

I tested the Siddhi runner deploying ReceiveThroughHttp Siddhi app with -Dapps argument and sending events to the HTTP endpoint. 

Tested Tooling editor's templating, exporting and deploy to server functionality. 

But found few issues in editor related to Simulator[1] and Design view[2].

Hence, -1.
