Maybe an algorithm listing divisors <= some bound would be interesting.

Yeah I'm thinking we need partitions for this data like a multi-layered index I've been working on compression schemes I'll have more to share but basically for this data set you only need 31 bits for each row and if we sort it into a groups we can shave off the header and compress it more I'm sure
