65001 is Microsoft's code page number for UTF-8 (a Unicode character encoding).
GuideLines needs the Windows code page if you use GUI TSE with the Terminal font.
I deduce that you have this Windows setting turned on:
Time&Language -> Language&Region -> (in Win 11 the 2nd down arrow next to the Display Language) -> "Beta: Use Unicode UTF-8 for worldwide language support".

For this situation I provide GuideLines v1.2.2 as a quick fix:

This quick fix is incompatible with my ControlChars extension.

Backstory:
In GUI TSE GuideLines puts the invisible NBSP character on the screen to mark where guide line dots are drawn, because at clean-up time it is a lot faster to recognize and overwrite a NBSP character with a space character than to recognize and revert each dot.
The NBSP character can have a different code in different code pages, hence a dependency.
But GUI TSE with the Terminal font has no NBSP character.
Worse, it has no invisible characters that are not a control character or the space character.
My "quick fix" is to use a control character that is invisible in that environment.
However, my "ControlChars" extension makes control characters visible.

Carlo,

I use Courier New with oem font and that gives the screen as I did mail before and this is still the case (see the jpg I did send in that e-mail).

Ah, you did not mention that you used Courier New with oem font in that e-mail.
In GuideLines v1.2.3 I created a similar quick fix for that case:

When I followed your link I got guidelines 1.2.4, so I tried this one and it works.

And by the way it works also with controlchars loaded (I checked this with ascii 24-27).

So I'm happy.
