Does Selenium 3 support Safari 9?

No. Safari support is provided by Apple via their safaridriver. If you want the latest version, try the Technology Preview --- it gets updated far more frequently than the stable version.

Selenium dropped support for the Safari extension with the advent of the safaridriver in Safari 10 and Selenium 3.0.

You can nevertheless use an old selenium standalone to control Safari 9 and connect to that via RemoteDriver from a Selenium 3.0 binding.
For Java, you can also build the selenium.jar from this branch https://github.com/pbi-qfs/selenium/tree/fix-legacy-safari to have a Selenium 3.5.3 with Safari extension support.

Did anyone find an issue with Safari 11, 2.48.0 ?

Safari 10 works fine with safari extn 2.48.0 but it no longer works on safari 11

Yes, I am facing issues with 2.48 safariDriver on macOS Sierra, Seems like WebDriverWait is not woring, if i am using Thread.Sleep(), then its working fine. also, mosue hovering is not working. can anyone tell me whether all the aforementioned issue were not their with safari10?
