Proposal to give Lucas a commit-bit

@lucast (irc) / @lmtierney (github) has been very active in our community for the past year and has done a significant amount of work in the Ruby bindings especially.

In addition to several bug fixes, he's implemented a number of new W3C features in Ruby, including getting the Firefox Profile code to work with geckodriver, and he just implemented all of the W3C Actions endpoints.

If he's made an owner on Github then we can use the code review feature with him for PRs and code proposals, plus I won't have to constantly cherry-pick his commits and mention him our Changelog. :)

Lucas, welcome to the team! Years ago, this used to be a lot more high ceremony. Nowadays, we're more relaxed, but it's always helpful to remind folks of the guidelines:

* Be excellent to each other
* We prefer to practice Trunk Based Development
* We prefer single logical changes over dozens of tiny commits
* Don't force push a branch you don't own
* That goes double for master
* It's cool to push to master if you think it'll be okay
* But if it's not, try and fix it.
