I have never been a ‘paying’ member, but have been on the email list from the beginning (and still have the contact mic that my grandson and I learned to solder at maybe the very first workshop 😃), and I love everything about S67, but this is beyond my comprehension. 
I am all Apple and would send the Word.doc as a msg to myself and open it on my iphon (as it likes to call itself)
You are not seriously saying you can’t do that in the windoze/android world?
Or what am I missing?

If one prefers not to use OneDrive (or other online storage) but wishes to
drag over a text file created in Word (Libre Writer, etc.) to your
android cell phone to either text out to another as an attachment or to
copy/paste into a text message to someone have you found any step-by-step
directions which word for you?
 
This would be for longer text messages.

There's quite a few simple file transfer websites you could give this a
try:

Upload the file from the computer, open the link on your phone and it

Apple is definitely a bit of an ecosystem that's cohesive (when it works, on the occasion when it doesn't it can be an equal mess . . .) so things like messages are end to end sorted out for you.  You can totally set up an Android phone to run your messages on a desktop/etc but you have to do it yourself:

so yes, conceptually Charles could set this up on the computer (assuming it wasn't a shared computer, if it is make sure you log out afterwards!) and use this to bridge between his phone and the PC.  There's other approaches as well:
but they all require a little set up leg work on the users side unlike Apple where it's the default and it works (except it wouldn't on a public machine where it would also be locked down)
