0.13.2 branched off 0.13

So, while I'm currently working the bits of the 0.13.2-M3, we're finally feature complete on 0.13.2, so it's been branched off the 0.13 development.

This means all documentation fixes should now target 0.13.2 branch, as well as critical regressions in the 0.13.2-M3/RC.  All other work should try to target 0.13 (which will be 0.13.3) and major improvements the 1.0 branch.

There were some new enhancements development going on in 0.13.2 branch for auto plugin,
so I've merged them all back into 0.13 branch, and created 0.13.2b without auto plugins.
Please target 0.13.2b branch for documentation fixes and critical regressions in 0.13.2-M3/RC.

Once the pending bug fixes are merged in, RC should be fairly quick!

Afterwards we'll follow up with another new feature release.

Just a note to everyone:

It turns out the autoplugin feature is far more significant than we anticipated.  We're backing it off of 0.13.2 and releasing the .pevious/name-hashing + bugfixes we've already delivered.   Autoplugins will still be delivered in a binary compatible / non-breaking way, just not in the 0.13.2 release of sbt.
