Generally, why apavAda is always kept at end after utsarga?

It is better to remember apavAda than an utsarga because:a) It is easy since number of sutras are few when compared to utsarga
b) In prakriyA it is apavAda that is first applied, if you forget one or two utsarga not much problem, but if you forget one apavAda also, then you may end up in wrong derivation
c) You can reduce the number of sutrAs or aksharas in a sUtra
