Mahabharat, Srimad Bhagavat & purnas like Skanda purana have verses preceded by prefixes like
अर्जुन उवाच।
श्री भगवान् उवाच।
whereas Srimad Valmiki Ramayan (which is said to be the आदि काव्य) does not have that format of presentation.
And later works like those of Kalidasaa too do not have that sort of format
Any explanation or am I missing something ???

वन्देऽहन्तेऽनन्ते सुपदर –
विन्दे विन्दे शन्ते निजसुख –
कन्देऽमन्दे स्पन्दे शुभकरि
बहुदयहृदययुते ।
मायेऽमेये लीये पुरहर –
जायेऽजेये ज्ञेये ननु भव –
दीये ध्येयेऽभ्येये निरुपम –
पदि हृदि मृदितमृते ॥
Stanza 2
रुन्धे हतनतबन्धे मम हृदयन्ते
स्मितजितकुन्दे अमलतररूपेऽपापे
दीपे भवकूपे पतितं व्यथितं देवि
समुद्धर करुणाजलराशे सुरुचिरवेषे ।
Stanza 3
धीरे वीरे शूरे सदमृत –
धारे तारेऽसारे बत भव –
कारागारे घोरे निपतित –
मव शिशुमतुलबले ।
अम्बालम्बे लम्बोदरपरि –
पाले बाले काले खलुजग –
दीशे धीशेऽनीशे हृदि शिव –
मनुमनुदिनममले ॥

शिष्टहितैषिणि दुष्टविनाशिनि
कष्टविभेदिनि दृष्टिविनोदिनि
सङ्कटकण्टकभिन्दनकुशलकले
सकले सबले श्रद्धाबद्धे न्यस्ताभयहस्ते सुरगणविनुते

श्रेष्ठे प्रेष्ठे ज्येष्ठे हिमगिरि –
पुष्टे जुष्टे तिष्ठे: शिवपरि –
निष्ठे स्पष्टे हृष्टे मम हृदि
मुनिजननुतिमुदिते ।
आद्ये वेद्ये वैद्ये त्रिजगति
रामे वामे श्यामे कुरु करु –

न चान्यद्-विध्य्-अपेक्षितम् ॥

When heaven is not realized, what of the injunction/ apUrva can not be realized? Neither the qualification, nor the object, nor anything else required by the injunction is not realized.

unless heaven is realized, how can the injunction not be realized? Without the realization of heaven neither the qualification, nor the object, nor anything else required by the injunction is realized.
