This looks to me like an implementation of the unicode vedic extensions block (added to unicode standard I think about 2009).

This link from Wikipedia gives links to the pdfs of the Unicode standard working groups documents, where these various accents were discussed by vedic specialists.

Dear Scholars,

Kindly guide me on where will be a Vedic key board with Vedic accents available for english script. 

I see a lot of English script mantra books being published which carry the Vedic Swaras. 

Is there any such font or site where we type in english the mantras with Vedic swaras?

There is Itranslator2003 that you download to your computer.  It lets you type sanskrit with vedic accents in both english letters or in devanagari.
