यतो यतः समीहसे ततो न अभयं कुरु।
शन्नः कुरु प्रजाभ्योऽभयं नः पशुभ्यः।।
यजु० अ०/३६/मं२२

भाष्यम् - हे परमेश्वर! यतो यतो देशात्त्वं समीहसे जगद्रचनपालनार्थं चेष्टां करोषि, ततस्ततो देशान्नोऽस्मानभयं कुरु, यतः सर्वथा सर्वेभ्यो देवेभ्यो भयरहिता भवत्कृपया वयं भवेम। तथा तत्रस्थाभ्यः प्रजाभ्यः पशुभ्यश्च नोऽस्मानभयं कुरु, एवं सर्वेभ्यो देशेभ्यस्तत्रस्थाभ्यः प्रजाभ्यः पशुभ्यश्च नोऽस्मान् शंकुरु, धर्मार्थ- काममोक्षादिसुखयुक्तान् स्वानुग्रहेण सद्यः सम्पादय!!

I am used to reciting this mantra in the traditional way: 

 यतो यतः समीहसे ततो नोऽ अभयङ्कुरु । शन्नः कुरु प्रजाभ्योभयन्नः पशुभ्यः ॥

And both य are pronounced like ज as they are in the initial positions of a word and the sign ऽ (खण्डकार) indicates that there should be a slight stoppage (इषत्विराम)।

Thank you for the भाष्य, though it differs from those of Uvata and Mahidhara.

There was a query on this privately from Sri.S.L.Abhyankar ji also.

This is not in the part of Krishna yajur veda being chanted by us in South India..

Probably it could be in Shukla Yajur veda.

Corrections:

In यतो यतः only the first य is pronounced ज. I have to look into other instances to come to any conclusion, and also put the "why" question to the learned ones. 

It is खण्डाकार not खण्डकार (That was a typo error).

Yes, it is from Shukla Yajurveda, My shakha is Madhyandina Samhita. 

Rules of pronunciation are laid in शिक्षा, which is one of the six vedangas, and all the more important rules are in the Annex of Samskara Deepaka (Part I) of Nityananda Pant, available at  https://archive.org/details/in.ernet.dli.2015.329456. This book is also readily available in print. Moreover, Pranav Muley has some good videos in youtube, though he speaks a language I cannot fully understand, I can follow his pronunciation and hand movements. There are some other conventions related to pronunciation, but I am not aware of the texts to look into.

The book now I am using is one downloaded from https://archive.org/search.php?query=Yajurveda%20with%20two%20commentaries, so you can sure have the full book for yourself. I lost my grandfather's book, which was in four volumes. But that is a different story.
