Sage 10.0.beta1 released

As always, you can get the latest beta version from the "develop" git branch. Alternatively, the self-contained source tarball is at http://www.sagemath.org/download-latest.html

We haven't quite settled on what I'll do with positively reviewed tickets that end up not building correctly; I'm not going to become a reviewer on all of those since that will not scale. My current plan is to re-request review, i.e. reset the approval of the reviewer(s).

Also, the de-facto "positive review" criterion is for now: at least one approve, and no outstanding request for changes.

Hello,

 On my MacBookPro with Intel Core i5, with homebrew etc., it compiled from the first built. But for make ptestlong,
 Following three had some problems:

2 items had failures:

   1 of  16 in sage.rings.polynomial.multi_polynomial_libsingular.MPolynomialRing_libsingular.monomial_quotient

   1 of  22 in sage.rings.polynomial.multi_polynomial_libsingular.MPolynomial_libsingular.reduce

    [1197 tests, 2 failures, 3.39 s]
