I am unable to reproduce this (on macOS 11.2.1 with latest xcode and homebrew)
Did you do
source .homebrew-build-env
before starting rebuild? (this command needs to be run once in each
terminal session/tab)
If yes, do you have /usr/local/include/gmp.h ?
