New numerical backend highs

We make highs as a new backend to replace the old glpk which is unmaintained.
HiGHS is much faster and well maintained

So I want to ask some comments about this

Great idea!
As far as I understand, glpk will stay, it just won't be the default any more.
Also, with cbc falling behind in maintainance, the need for an open
source LP solver only gets bigger.
