I object to the PR #39467, and prepared an alternative PR 


to restore the CI infrastructure to good shape. The PR #39009 is now ready for review.

I am for #39467 - it finally makes our CI somewhat useful and more orientated to the needs of Sage users, instead of spending KWts of electricity and lots of CPU hours on testing configurations no humans use.

#39467 eliminates

"minimal" CI testing: test building sage from source on platforms with minimal required system packages installed. See the relevant section on our installation guide: https://doc-release--sagemath.netlify.app/html/en/installation/source#software-prerequisites-and-recommended-packages 

"standard" CI testing: test building sage from source on platforms with all system packages corresponding to standard sage packages installed

and leaves only

"maximal" CI testing: test sage built from source on platforms with all system packages corresponding to standard sage packages and optional sage packages installed.

The "minimal", "standard", "maximal" CI testing provides information to be used to improve sage build system.
