Preventing SageMath 9.3 from installing Python packages

Hi,

The SageMath build scripts insists on building and installing Python
packages as "SPKG". How do I disable that ?

It is failing to build a lot of them on our system, and it should not
build any of them because we already have prebuilt or preinstalled
packages for those.

This is not supported by the Sage distribution.

Please report the build errors.

Another option is installing via Conda.
