Arushi is coordinating this meeting with MoCA nodal representative Mr. Dularey. The goal is to do a line by line discussion of draft air travel accessibility framework with inputs/ clarifications.

This will NOT be an experience sharing exercise - if there are any additions to be made to the attached framework (and cross-referenced documents) , please provide the category and line number and specify the same before the meeting.

Dear Mr. Dularey,

Please find attached the draftĀ air travelĀ accessibility matrix for your inputs. Please note that the sector wishes to roll back to the 6th revision of the CAR (2021 pre-Ranchi incident) with a re-evaluation of revisions and deviations from the Asok Kumar Committee report.

A similar rollback is requested to the 2017 CISF stand on security screening of passengers with disabilities and the screening protocol developed with the sector post the Jeeja Ghosh incident.

We would appreciate your speedy initial feedback by tomorrow evening as theĀ Supreme Court clock is ticking.

Apologies for not getting this across to you earlier - have been unwell.

If someone can research the revisions 1-6 made to the CAR that would help, there may be solutions or omissions that work to our disadvantage.Ā 

Also the missing elements of Asok Kumar a committee report that never made it to the CAR - think kerb side assistance was oneĀ

Dear Vaishnavi,

Please find below mentioned pointers for reference:
  1. There is currently a lack of robust monitoring and grievance redressal; hence,Ā a Complaints Redressal Officer should be appointed as suggested by the Ashok Kumar Report. The possibility of setting up a Monitoring System can be explored as the existing rules are not implemented. Additionally, the powers of CCPD & SCPD couldĀ be given more teeth.
  2. Periodic Accessibility Audits of Airports
  3. Sensitisation of Staff with a focus on invisible disabilities
  4. As suggested by the Ashok Kumar Report, there shall be a strict bifurcation of responsibilities of airports and airlines as this brings greater clarity to who is accountable for a lapse in accessibility. For eg. The Airport must provide on-ground support
  5. Disability Data: Collection of data on travelers with disabilities, especially frequent ones to notify the concerned persons of accessibility needs with ease. Additionally, Para 4.1.29 and 4.1.30 of the CAR, need to be amended from mere directives to obligatory regulations that seek information for Medical Information Form.Ā 
  6. Mandatory ISL training for staff for communicating directions and safety rules
