Opens up extra charges / premium for mobility aids or disabled passengers.

Will have to be addressed. Also deaf will be at a disadvantage due to negotiations before trip acceptance.

Apart from the extra pricing and commissions for taxis like Ola, uber etc, I would like to add few other points from the perspective of a wheelchair user. 

Earlier before 2018 there had been many Sedan type of cars running in Ola, Uber or Taxi Service - Yellow Board vehicles (Swift Dzire, Hyundai Xcent & Toyota Etios) which had great boot space for wheelchairs to keep easily inside. Later on due to few government policies (not sure about the exact guidelines) the overall length of the Car has been reduced in new models and ultimately the car boot space also has been reduced.

Due to this now we are not able to keep our wheelchairs inside the boot space of the car. This creates many problems and needed to keep our wheelchairs on the back seat of the car. But not all drivers allow to keep it upon the seat of the car, because they feel that the seat will get dirty or could damage their seat covers. This problem creates many refusal of trips even after confirmation of booking and we are also needed to pay additional amount during this kind of fight. 

Also another problem is due to CNG gas cylinder, in major cities like Delhi and other places in spite of having the Sedan cars even after the reduced boot space they have fixed this CNG gas cylinders at the boot space. Because of this, even though the app shows as sedan or hatchback car models both of them becomes useless to keep a wheelchair inside the car. Only very few cabs have carrier on top of the car and also not all wheelchairs can be lifted and placed on the carriers since now many people use motorized wheelchairs. 

We need to think for few solutions making the entire car manufacturing processes. 

* All the yellow board cars being sold for taxi business need to have Sedan cars with spacious boot space like old model of Swift Dzire, Hyundai Xcent & Toyota Etios. 
The current Swift Dzire, Tata Bolt and and similar cars have very less space. 

* Need to design in a different way for CNG gas cylinders. 

* Compulsory roof carriers on the cars 

* Compulsory Swivel Front Seat Left Side for reduced mobility and senior citizen people

* Maybe we can do more intervention in the electric cars since they will not have CNG gas cylinders. 


I have listed out if you problems and possible suggestions, others who are expertise in this field do add your thoughts.

For taxis/ cars on hire there can be a guideline for OLA,UBER OR SUCH SERVICE PROVIDERS,
1) that the vehicle if fitted with CNG kits and occupy most of the boot space-- THEIR APPS SHOULD CLEARLY INDICATE THIS SO THAT THE CUSTOMER WILL NOT HIRE OR CALL THEM
2) ALL THE TAXIES SHOULD BE EQUIPPED WITH A CARRIER ON TOP TO ACCOMODATE THE WHEELCHAIR
3) FOR HEAVY ,NON FOLDABLE, MOTORISED WHEEL CHAIR USERS SPECIAL TAXI PERMITS TO BE GRANTED FOR SUV TYPE VEHICLES MODIFIED TO ACCOMODATE THE WHEELCHAIR WITH THE USER INSIDE. i.e. such taxi service providers should be given tax concessions etc. to run these services and make it economically viable to purchase &  operate such vehicles for the PWD. THESE VEHICLES SHOULD BE USED ONLY & ONLY TO CATER TO PWD'S.

1. Wheelchair accessible taxis - Am unable to find a way in Indian law that we can have a London Black cab as default taxi model - also after own vehicle drivers on cab aggregators, the traditional taxi is dwindling. Need to research taxi and aggregator law and policy - seems to be stage specific. Any takers to research this and get back to group?

Have already included in draft that vehicle models that can accommodate wheelchair in dicky should be allocated to someone in 'wheelchair' mode. (CNG ones can be excluded from filter - thanks for flagging this issue -was unaware.)

This filter should be an easy enough ask from aggregators. I only know WagonR - which other models are good?

2. Luggage Carrier racks 

Remember asking the Bala Cabs owner this - apparently it's against the law. Varies from state to state apparently, can be considered a vehicle modification, plus liability if luggage falls off and third party gets injured.

Again this needs to be researched.
