Exams and accommodations chapter

This needs to be a chapter by the services group.

The attached reasonable accommodation form was drafted because TN Govt insisted on making disabled students write board exams during Covid when mainstream got 'All Pass'. So ignore the specific references and take the list of accommodations, exam centre requirements and typical assistive aids as these are the usual friction points.  To be added :

1)  adapting a 3 or 4 hour exam into 2 parts of 1.5 or 2 hours each  for candidates with writing fatigue or eyepointing fatigue. Or shortening it.

2) Asking for private room in case speech to text being used at computer

3) Visual questions alternative for blind etc

4) Computer Based Tests would require testing interface to be accessible and ensure no further time lost in navigation as well as offer choice of OS and screenreader - Linux may pose a disadvantage as recent PIL with NTA highlighted.

The attached NTA email also proposes some reforms which could cut through much redundancy in process. Ideally testing accommodation requirement profile should be transferable irrespective of board or grade.
