1. Is this project a personal work? And why Rust?

2. Does it have cache mechanism, like kernel's page cache?

Depends on your definition, I guess. S3QL is open source and contains
contributions from a number of people, some of which have been paid for
working on S3QL.

Can you elaborate on the question? S3QL is written in C and Python.

I think this is explained in the manual and manpage, http://www.rath.org/s3ql-docs/mount.html#notes-about-caching.
