That is probably just looking at the main thread which is doing nothing
but waiting for workers to complete.

What do you mean with "last time"? Did you attempt this specific upgrade
before, or was that for from an older file system revision? Unless you
have tried this specific one (23->24), please try it one more time
before we attempt more debugging.

I meant the current upgrade (23->24) got stuck once before, so this was the second run - I ran it a third time and everything worked!
