Is there a process for pull requests that are not progressing?

Fleck has created a pull request 
https://github.com/rails/rails/pull/34477

which addresses some meaningful limitations in Active Storage

Although there have been a bunch of supportive comments in the pull request, there has been nothing for ~6 months in terms of review other than ('this is on my list')

It isn't my pull request, and I'm not qualified to comment on the quality of the code however:

1) I'd love to see this functionality available for use in my projects
2) I have contributed to other open source projects, and found it extremely dispiriting when my contributions languished over a long period

I totally get that people are volunteers, and assigned reviewers may not have time to review things as swiftly as they would like to. 

However it would be great if there was some process to recognise this and where possible assign a different pair of eyes.
