Backend? Ruby. Ideally SQL too, but you can probably avoid that
in the beginning. You'll need to learn the "front-end" (HTML, CSS,
JavaScript) as well.

It might be more cost-effective to hire someone up front to guide you
through the initial setup and some preliminary development.
Otherwise, you'll be paying someone to clean up after the fact :-)
