it helps me:

gem sources -r https://rubygems.org/
gem sources -a http://rubygems.org
gem update --system
gem install rails

it helps me:
I download development kit for my ruby21
unpucked it to c:\ruby21\dk
cd c:\ruby21\dk
ruby dk.rb init
ruby dk.rb review
ruby dk.rb install
restart cmd
cd c:\ruby21\bin
gem install json --platform=ruby
json-1.8.2.gem installed

rails is gone somewhere! ((

gem install rails

rails new test -B (run without bundle)
now edit gemfile:
source 'http://rubygems.org'
bundle install

wow! seems ok..
