Getting a bug fix PR merged

Hi there,

PR #26445 has been open since September 2016, which is fixing a bug from 2011.

The author of the PR has been keeping it up to date and making sure that it still works with periodic rebases, but there's still been no movement on getting it merged.

What can be done to get it merged so we can all get the benefits of the bug fix?
