arcsi error with updated sentinel2 baseline 5.11

Hi

I ran into an arcsi.py error yesterday (using arcsi 4.0.3, built from conda-forge in a ubuntu 20.04 environment).

Error: "Cannot open top level section 'General_Info' - is this really a Sentinel-2 image file?"
ARCSI took  00:00:02  to process. Thank you for using ARCSI.

I've tracked this down to the fact that ESA has released an updated sentinel 2 baseline version (5.11) as of 2024-07-23 which increments an XML metadata scheme from "14" to "15" which the current version of arcsi does not handle.

I've opened a PR to the arcsi repo on GitHub to fix the issue: https://github.com/remotesensinginfo/arcsi/pull/13, which Pete has acknowledged (thanks Pete).

Posting here in case others encounter this.

I have updated ARCSI now so it should be working OK with the latest versions of Sentinel-2.
