How to monitor if the cluster is faulted

Hi,

I want to monitor Rqlite cluster using external tool.

1. Is there any API or command to monitor the Rqlite health? I am interest to know if the cluster is faulted or not.
2. Is there command to know the number of active and inactive nodes?
