rook-ceph-osd not getting created on a fresh install. Missing keyring for rook-ceph-crashcollector

I've faced a strange behavior I can't seem to resolve. rook-ceph-crashcollector pods won't start during cluster creating and will hang on "Init" stage. This gets resolved by adding a generic secret.
rook-ceph-osd pods won't be created after the successful disk discovery by rook-discover pods. 
Kubernetes version: 1.18
Rook version: 1.4.6 and 1.3.11

What secret did you add? This sounds unexpected. Want to open a Github issue for this?

Are any OSDs being created in the cluster? Are you adding new disks to the existing cluster, or this is just a new cluster? More details would help. Also the Rook Slack may help get more answers.
